In over 20 years of tarot practice, I find it most often appears when someone is in an uncomfortable situation they refuse to accept. What this card tells them is to stop resisting and just sit with the discomfort for a while. 

This card often appears for my querents as a reminder that not every uncomfortable situation needs to be immediately resolved or escaped. Sometimes the insight you need only comes from staying in it long enough to understand it fully.
